Purpose & Function
1. The purpose of this league is to provide entertainment and competition for all owners. This league should be high energy and extremely competitive.
2. This league will strive to provide a fair environment for competition.
3. Above all, we expect every team owner to have fun.
4. This league will use the Eastside Hockey Manager Second Generation (v.1.15b/v1.16/v1.18) game, which can be acquired at fHockey's homepage (www.fhockey.com).
Requirements
1. All league owners must subscribe to the Yahoogroups! mailing list in order to receive important communications from the league offices. Any difficulties receiving mail from the mailing should be mentioned to the commissioner in order to be fixed as quickly as possible. To subscribe, send a blank E-mail to eNHLeague-subscribe@yahoogroups.com and reply to the subsequent E-Mail.
2. The eNHL encourages the usage of Trillian (www.ceruleanstudios.com), a freeware application that allows users to monitor AIM, ICQ, MSN, Yahoo! IM and IRC all in one chat applet, but we also acknowledge that each owner will have their own personal preferences.
3. All General Managers are required to respond to roll calls, which can be called at any time by the Commissioner through the mailing list and/or message board.
4. All General Managers are required to notify the league of any prolonged absence where they will be unable to check their e-mail. These should be posted on the message board under "GM Info".
5. Managers will be required to follow the guidelines listed under Line Submissions
6. Managers are required to register and take an active part on the league message board. Failure to do so could result in a GMs removal.
7. Managers are required to act in a civil and mature fashion towards all other GMs and staff.
Applying for an eNHL team
1. Prospective general managers should submit an application declaring their desire to take over an open team if any are available. Send applications to apply@enhl-hockey.net
2. Upon receipt of this application, the recruitment manager (Peter Panagos) will brief the prospective general manager on the status of openings in the league (if any). If there are no openings, the prospective general manager will be offered an opening on the waiting list.
3. Prospective general managers are highly encouraged to have read over this page and have an understanding of everything listed, as well as the basic functions of Eastside Hockey Manager, which can be researched at the EHM 101 page on fhockey (ehm.fhockey.com/EHM101.php). If there are questions, feel free to ask the staff.
4. For the foreseeable future, Peter Panagos (Washington GM) will manage the application process.
Simulation Rules
1. Regular season sims will take place two times a week with the schedule currently running Wednesday and Sunday with 7 days being done per sim. This pace will balance giving general managers an understanding of the game and allowing the league to progress through seasons at a good pace, as well as to keep the amount of sims per week to two.
A. The Sunday sims will be done by the commissioner, while the weekday sims will be run by co-commissioners on a rotating matter.
B. The current commissioner is David Armstrong (Toronto GM), while the co-commissioners are Jesse Newberry (Boston GM) and Brad Kroes (Nashville GM).
2. Usually, the Commish will send out an e-mail to the yahoo group e-mail announcing the completion of the last sim and the time of the next sim. This will also be posted on the message board and on the league's front page.
3. During the playoffs, if possible. it will be run Sunday, Tuesday and Thursday with 4 days or game 7s simmed.
A. For game 7 sims, the commissioner will sim ahead to the day before the beginning of the next round after all series have been completed.
4. During the preseason, it will be run as 6 day sims on Wednesday and Sunday.
5. Sims will be periodically run as "live sims" where the games will be done in the IRC room (http://www.enhl-hockey.net/enhlv2/Chat/ChatRoomeNHL/tabid/76/Default.aspx) with the commissioner running the sim announcing goal scorers in games with any GM whose team is involved in the game who is in the room at the time, as well as the final scores of the other games. If you'd like to use your own IRC client, we use the IRC server DALnet (irc.dal.net) and the chat room #eNHL.
A. If there will be a live sim, the time will be stated in the E-mail that goes out for the sim beforehand.
B. Also, for all sims, there will be play-by-play files sent out, through the mailing list, for GMs to look at.
2. In order to build the excitement around playoff time or accomodate other league events (preseason, trade deadline, etc.), the schedule may be changed, but notice will be given on the mailing list.
3. If the league is required to shutdown for a defined, brief period of time for the holidays or personal issues, notice will be given on the mailing list.
4. Upon the completion of the simulation for that day, the commissioner will post the league file to the website and give notification to the league via the mailing list when posted.
Offices of the eNHL
1. The Commissioner will be responsible for the delegation and oversight of league tasks, processing player movement, the upkeep of league files, tabulation of league votes, maintaining the activity of each general manager, as well as managing any disputes that may arise.
2. The Eastern and Western Conference Presidents will handle any minor issues that involve members of their conference.
A. The current presidents are Peter Panagos (Washington GM - East) and Jesse Newberry (St Louis GM - West).
3. There will also be a trade committee. All trades will be posted in the appropriate message board forum in the following process:
A. Each team should post the trade on the message board and state their reasons for the agreement on the move.
B. The following GMs make up the trade committe:
i. Jesse Newberry (Boston GM), Brad Kroes (Nashville GM), Jon Waddington (Florida GM), Peter Panagos (Washington GM) and David Armstrong (Toronto GM)
C. 2 votes either way is required for a trade to be approved or rejected. In the case of a particularly major or questionable trade is made, a unanimous decision may be required to pass.
D. Also, as it may rarely be in the best interest of the league, the commissioner also holds the right to veto any trade due to lop-sidedness.
4. Trades submitted will be processed in a timely manner and teams will be notified of the the committee's decision.
A. If the trade is rejected, the GMs will also both be notified via e-mail the reasons given by the trade committee for the result.
5. The trade committee will not arbitrate trade requests but decide on trades agreed to by 2 or more owners. Trades will be processed and changes made during the next sim if the deal is approved before the deadline for roster/lineup changes.
6. Trade approvals will take no longer than 3 days and usually the same day. With two sims per week, this should present no problems.
7. Teams who have trades rejected will be able to appeal the decision with the Commissioner by means of a formally written request via e-mail or PM on the message board. ANY public posts on the message board regarding rejected trades can result in IMMEDIATE REMOVAL FROM THE LEAGUE!
Transactions
1. All roster and lineup moves are due 2 hours before the listed sim start time, which will be sent by the simmer after each sim has been posted. Keep in mind that this doesn't mean that lines sent near the start time or during the sim won't be used, but that such a possibility exists.
2. Roster moves, lines files and all other team changes (ie. training, role, position change) must be submitted via e-mail to the eNHL Lines email address (lines@enhl-hockey.net). The Commissioner may unknowingly miss transactions submitted to other e-mail addresses.
3. Free Agent signings will be handled in the following manner during the season:
A. Available UFA will be auctioned utilizing the league message board.
i. Such posts must include specific contract information. Posts including "default" and other pseudo-contract offers will not be processed.
ii. Also, GMs are required to post the player's full name as well as an attribute in the subject line to make finding the player easier. If such information is not included or incomplete and the simmer can't find the player, the offer will not be entered.
iii. Lastly, players must be willing to sign with their team in-game in order for an offer to be valid.
B. Available RFA bids must be sent to the commissioner as well as the current right holders.
i. The right holder will be given a real week to match the offer.
ii. If the match is not made, the offer will be entered. If the player rejects the offer, then the players rights will remain with the original team.
C. Teams will have the opportunity to bid on the given player with the team possessing the highest uncontested bid after 24 hours reserving signing rights until the player accepts/rejects the given contract.
D. The highest bid is decided by adding the yearly salary to the bonus.
E. Only UFA offers should be posted in the message board. All offers to players currently owned by your team must be sent to the lines address (lines@enhl-hockey.net).
4. Teams are premitted to send two players to the farm that are under the age of 20 as of October 4th of the current season.
A. If one of these underagers are traded or called up to the pro team during the season, the team owning the player cannot send the underager back to the farm.
B. If the player remains on the farm on October 4th of the next season and is still under 20, he counts towards the two player limit.
C. Any player must be under contract before October 4th.
5. The waiver draft have been removed from the eNHL. This will be accomlished by using an edited EHM program with the waiver draft edited out.
6. Teams demoting waiver eligible players to the minors must place these players through waivers, which is done in the following protocol:
A. Due to the removal of the waiver draft, the following anti-tanking rules have been implimented:
i. The top 3 OF DF ranked players in each forward position, the top 4 OF DF defensemen and top OA goalie will require waivers to be sent down.
ii. If a farmer improves to the point that they are in the above ranks, they must be recalled to the pro team or placed on waivers.
iii. If the player is an underager, he may remain on the farm.
iv. These rules remain in effect even after the waiver period ends post-trade deadline in-game.
B. To find out if the player requires waivers, check if it is required in the game. if it is, he must be placed on waivers.
i. Once more, ONLY 1 PLAYER PER POST!
ii. Place a player on waivers by posting it on the league message board. If he is put on waivers less than 24 hours before the sim, he will not be eligible to play in that sim.
iii. After 24 hours, if no claim is made, he clears waivers. If a claim is made, then it will be put into the game. The game will decide who wins if more than one claim is made.
iv. If the GM wishes to keep the player on permanent waivers, he may say so in the post. However, he may not be taken off permanent waivers afterwards.
7. Teams may not trade players who meet any of the below criteria:
A. A player or players have a No Trade Clause
B. A player or players are injured for longer than the duration of the regular season
C. Til January 1st of the season, players signed in the off season UFA bidding period cannot be traded.
D. The trade committee rejects the trade.
8. Teams making trades must follow the protocol below:
A. All teams must post the trade with the same assets involved on the appropriate forum on the message board. If there is a discrepancy, the trade will not continue on to the trade board.
B. All teams are encouraged to outline their logic and plans for the players acquired in the trade in the post required. The involved teams are expected to outline how it helps his/her future plans. Trade committee members may reject trades if there's no reasoning for the trade posted.
C. Teams are expected to submit lines for both if the trade is approved or rejected to the commissioner as there is no requirement that the board make their decision before the transaction deadline for a simulation. In lieu of a second set of lines, mentioning plans for the acquired players and traded players will suffice.
D. Failure to follow this protocol will delay when the board will look at a trade until all steps are followed.
9. Teams are highly discouraged from preying upon inexperienced GMs, and any trade considered by the trade board to be preying will not be tolerated.
10. Open teams cannot be traded with, regardless of the situation. However, teams may make other transactions with open teams such as waiver claims and RFA offers.
10. Teams are discouraged from making trades that can be construed to be in bad faith. Possible cases of this include traded a recently acquired player, misrepresenting a player's abilities, or attempting to get a return higher than the market has given for similar players.
11. Draft picks will be tradable to the extent that they are tradable from within the game program, although teams should avoid trading picks from no further away than the next season's draft.
12. New owners shall not be allowed to make trades until after they have sent in changes for 3 consecutive sims. Changes can mean lines, contract offers to players/staff, bids in the UFA bidding period, waiver posts, draft lists etc. This is to test the commitment of the owner. Too many owners join, make a few trades and disappear.
13. Due to a mutually agreed bug in the game, Consistancy drops are currently not allowed in the league. When posting a trade, include the consistancy values of the players involved so that the simmer can switch it back if they should recieve or drop.
14. However, consistancy raises are allowed with restrictions. Players with CON 50 or under are considered CON jumpers. Teams may trade for a max of 3 CON jumpers a season. This number will be reset every August 29th sim.
A. There is no max on trading away jumpers.
B. Teams may not trade CON jump players that do not jump again until August 29th.
C. If a player jumps in CON over 50 in a CON jump trade, that player may be traded under normal rules, though he will still count to his team's CON jump trade limit, even if he's traded.
Line Submission Rules
1. Teams are highly encouraged to submit lines for each sim via the lines address (lines@enhl-hockey.net).
2. Realizing that this may not always be possible, the league reserves the right to remove any general manager who fails to submit lines for three consecutive simulations.
3. Teams may submit lines in either text format or in .lns format (done in game).
4. Teams may submit one set of lines, or as many sets of lines as they have in a given sim. The only requirement being that there is some clear and obvious way to determine the team, level and game for each set of lines. (Preferrably Teamlevelgameopponent e.g. HartfordPro1vCLE.lns).
5. Lines will be used until new lines are submitted or a player in the set is no longer able to play. Failure to send in lines in this situation could lead to expulsion of the General Manager from the league.
A. If there are injuries or other situations where a player is no longer eligible to play and the GM doesn't send in new lines, the simmer reserves the right to do as they wish with the lines.
6. Teams may negotiate contract extensions with players on their roster at any time during the season, given that the player is willing to discuss negotiations. All such contract offers should be e-mailed to the Lines e-mail address (lines@enhl-hockey.net) as part of the transactions for a sim.
7. Owners must submit roster assignments and released players when necessary. If there is no roster assignment or space available for any new players or there are incomplete instructions, these will be discarded. An attempt will be made to contact the owner should the necessary moves be missing during the initial rollout of the league but it is the owners responsibility to submit proper moves.
8. Per sim, each team is allowed a maximum of 2 (two) extra practices. A specific date (or dates) must be given. If you wish to leave it to the simmer's discression, please make sure it's easy to understand.
Requirements for Legal Lines
1. Recognizing that there are flaws in EHM simulation engine, the league reserves the right to place limits on tactics or position eligibility in order to ensure fairness and realism.
2. Players are only allowed to play their primary position or secondary position (if their profile says they have one) in standard lines. Players may play anywhere on special teams lines.
A. Every off-season, GMs may do either of the following to two forwards they own rights to:
i. Add a 2nd position to a forward with one position.
ii. Change a forward's 2nd position.
B. Any player who has their position changed cannot change it again for 3 seasons, even if they're traded or a new GM takes over.
3. Goaltenders are limited to a maximum of 68 games started. The commissioner's office will keep track of the number of games started and teams are encouraged to play their backup regularly during the season.
4. Line tactics are limited by the following guidelines:
A. H&G may not be used for more than 50% of total even strength ice time.
B. H&G and Neutral Zone Trap connot be used on more than 2 lines each.
C. Hit & Grind and/or Neutral Zone Trap cannot be used for more than 75% of even strength ice time combined.
D. To calculate these percentages, take the numbers on the slider bar in the lines section, add them all together, then add the numbers for lines that play H&G and NTZ. Divide the 2nd number by the 1st number, and the result will be the percentage of ice time.
E. Each forward on an H&G line must have hitting and strength as a total of 140.
i. Teams may apply for a waiver of this rule for one player per team. This player must be mostly a defensive player who's ST and HI are close to 140. Send these to the league's lines e-mail address (lines@enhl-hockey.net)
E. Enforcement and penalties: i. 1st offense - written warning and old/legal lines used
ii. 2nd offense - All lines set to passing/60, another warning c.
iii. 3rd offense - All lines set to passing/60, worst players used (so #1 goalie, top defenseman, and top two forwards would be scratched), ultimatum warning (do it again and you're gone)
iv. 4th offense - Removal from the league
F. The offenses may be reset during an off-season if the GM doesn't continue to constantly abuse these rules.
League Financial Rules
1. Presently the salary cap is now $60 million dollars.
A. Teams may go over the cap as long as they can get back under within 3 sims. If a team is over the cap, they may not make any moves that will add to their payroll.
i. GMs over the cap will be notified via e-mail that they're over the cap. Once that notification is made, the 3 sim period starts.
B. After 3 sims, the player closest to the amount the team is over the cap, while being above that number, will be released. ie. If a team is $5 million dollars over the cap, and they have a player at $4.5 milliin dollars and one player at $5.5 million dollars, the $5.5 million dollar player will be released. If there are two players at the same amount, the higher OA player will be released.
2. No player's salary can exceed $10 million dollars a season.
3. Teams will be allowed to release "rotted" players (players who are older than 25 with an OA below 35) without needing to pay off the remainder of their contracts.
4. Teams will be required to carry 30 forwards, 15 defensemen and 5 goaltenders between their pro and farm rosters.
A. These players must have an OA above 35 if they 25 years old or older. All players under 25 years of age count towards the roster minimums regardless of OA.
B. Teams are expected to meet these minimums during the season.
C. Injured players are included as long as they're not out over the remaining length of the regular season.
5. Staff is now static as the league has concluded that the UFA staff engine in the game is flawed. The following rules will now be followed:
A. Teams will carry 2 head coaches, 4 assistant coaches, 10 scouts, 1 GM and 4 physios. Of this staff, at least 1 head coach, 2 assistants, 2 physios and 1 GM will be on the farm
B. All staff members were given 99 ratings across the board, and 20 year contracts starting in the 2010-11 season.
C. Teams are required to let the league know that their staff member's contracts are running out. Once made aware, the simmer will return the contract to 20 years.
D. If the GM doesn't remind the league office of the staff member and he goes UFA, the GM may not pick up another staff member to replace the lost one
E. For teams that this happens to, if the GM leaves, a new GM may add the lost member(s) back to his roster.
F. GMs are also responsible to notify the league of retiring staff members after each season. These players will be replaced with the length contract left on the team's other staff members.
G. Starting in the 2014-15 season, salary for each staff member will be officially set at $316 600. This had been done in previous years, but was never official.
6. Teams may not offer a player younger than 24 a contract length of more than 3 years (options count as 1 year).
7. Teams may not offer a player younger than 28 a contract length longer than 4 years (options count as 1 year).
8. Any contract of length 4 or more years (options count as 1 year) and greater than $1 million must have a bonus at least 33% butno greater than 50% of the contract's salary value.
9. No contract of any length or amount may have more than 100% of the yearly contract as the bonus.
10. Teams may only offer one of the following to a player: No Trade Clause, Team Option, Player Option.
11. A player must be 28 year or older to be offered a NTC,
12. Teams must set ticket prices in the following ranges:
A. Box: 140-190
B. A Level: 30-45
C. B Level: 25-35
D. A Level ticket prices must be greater than B Level prices
Offseason Free Agent Signing Period (OFASP)
1. The UFA period starts immediately after the June 30th-to-August 29th sim. This also signals the start ofthe new season
2. After this sim, all players in the UFA section will be open to bids as it is allowed in the the game.
A. As this is the case, if the player refuses to sign with your team, you may not offer to him in the first round
B. In following rounds, if the player was not bid on in the first round, anyone can send in offers.
3. Bidding periods will be open for 2 days (48 hours). After the 2 day period, the person running the UFA period will post on the forum as follows:
A. Joe Hockey. My favorite offer comes from Boston. Other offers I am considering are from Tampa, Washington, Minnesota.
B. In the above, Boston is leading bidding for Joe Hockey, with Tampa being the 2nd highest bid and so on.
4. Closing players will be decided as follows:
A. Percentages will be decided by taking 100 and subtracting the bidded player's OA from that.So, a player in round 1 who's OA is 80 will have a 20% chance of closing in the first round.
B. Numbers from 1 to the number calculated in A will mean the player signs
C. Numbers will be rolled in an Excel® file by the following equation: "=RAND()*(100-1)*1"
D. All following rounds will have the number raised by 10. So the 80 OA player in A will now has a 30% chance of closing in round 2.
5. Players offered $2 million dollars or more a season have to be signed to 2 years or greater, unless they are retiring.
6. In addition, players signed to 1 year deals in the UFA period cannot be resigned until the following season's playoffs are over to prevent inflated offers that get renegotiated right away.
7. All rules in the League Financial Rules section and rule 3a) 3b) and 3d) in the Transaction Rules section apply.
8. There will be 5 rounds. In the 5th round, all players close no matter the result, as long as bids follow the rules.
9. After the final round, once all bids are put in, if a bid is rejected, the player re-enters the open market.
Draft Rules
1. The league will hold a draft lottery to determine the top picks in the draft. The lottery will be run as follows:
A. The 14 teams that did not make the playoffs will be given range of numbers based on their position.
i. The 30th place team will get numbers 1-250, 29th 251-439, and so on using numbers listed here until 1000 numbers have been allocated.
ii. The commissioner will then "roll" random numbers using the same excel equation as in the OSFASP rules (listed under rule 4c).
iii. Teams can only move up 4 positions or down 4 positions. Percentages are rolled until all teams are ranked 1-14 to determine the order.
2. The Commissioner will set a date when the league will hold a live draft, included in this e-mail will be any relevant information for how the draft will be held.
3. Before the draft, the league will have the official draft order announced.
A. If possible, an official CSB ranking will be released to the league.
4. The Commissioner will begin the draft by announcing that the team holding the first pick of the draft is "on the clock".
5. Once a team is announced to be "on the clock" in the IRC room, they will have two minutes to make a pick.
6. Teams who are not able to be present have several options available to handle their draft picks:
A. Submit a list before the draft for how they would like the draft carried out, it is suggested that this list contain enough players to cover all picks your team possesses for the day.
B. Tell the commissioner in writing that they would like to go by the official CSB rankings
C. Name a team who will draft for them as a proxy.
7. If a team is open the league administration will make picks for that team.
9. If a team that is owned does not submit to the commissioner a method to handle their picks, their picks will be selected by highest remaining CSB, with goalies excluded.
A. If a team in this situation does not offer an adequate explanation for missing the draft, they will in all likelihood be removed from the league.
8. Teams who let their 2 minutes elapse will be mocked and teased until they make their pick.
A. If the commissioner takes more than 2 minutes to make a pick for his team, an open team, or from a list, he may be mocked and teased for the whole season for it. This freebee commissioner teasing rounds out at the next draft.
9. Teams may make trades during the draft, for these trades to take effect immediately; they must be submitted to the representatives of the trade board through private message. The board may accept, reject or postpone decision on the trade.
10. Drafted players are considered immediately tradable.
Rewards
1. To increase participation, the league will reward GMs for activity using the the following protocol:
A. Each time a set of lines which are legal are sent, GMs get 4 point. This will also be used as a sort of activity counter, though it will not always be 100% final if a GM doesn't send in lines for a time. Lines will include telling a simmer to "stand pat".
B. Each appearance at a live sim in the IRC room or from TalkShoe gets 2-4 points. 2 GMs will be given for being there and an additional 2 points will be given for being active in the room.
C. Each team news post of over 80 words gets 5 points. To find out if your news post is 80 words, use Microsoft Word's "word count" feature.
D. Every 10th point in the regular season standings will give GMs 1 point in the reward point listing.
E. Every 20th goal a GM's team gets will give them 1 point. Goals against will not count.
F. If a GM gets a player finishing in the top-10 overall in points, the GM will get that player's point total divided by 10 added to their reward points. If a GM has more than 1 player in the top-10, all the points are added to their list.
G. To encourage rivalries and just flat out taunting, every 10th fight will be worth 1 points. Get gooning it up, people!
H. Being present (draft lists will count) at the eNHL entry draft every off-season will give your team 10 activity points. Also, the league's deadline chat will now be an official yearly event with 2 points being available for being present and an additional 2 points for being active.
I. If a GM recruits someone else that stays in the league for a full season, he will get 15 points. The points will be rewarded at the end of the new GM's 1st full season. To get credit for a full season, a GM must be in the league from the first regular season to the end of the following Entry Draft. New GMs need to include a note when they post for the first time about who, if anyone, recruited.

2. Here's the potential rewards:
- 000-040 points - GM fired
- 041-070 points - 15(nth) pick
- 071-100 points - 1 Unretire Point
- 101-130 points - 1 Hometown Discount
- 131-160 points - 25 PE points
- 161-190 points - 20 CON points
- 191-220 points - 15 LE points
- 221-250 points - 10 POT points
Notes:
A. 15(nth) pick is for the next draft after the reward is claimed, where "nth" is the number of pick claims made after the claim in question.
B. The Unretire may only be used on a player once, and results in an automatic additional year on his contract if it's expiring.
C. The Hometown Discount will be available only to players who have played over 80% of their career games with their current team and be between 24-28 years old. UFA signings wouldn't be eligible, and if a player demands a new contract, they must be offered one. They also must be either recently resigned or in need of a contract extention. Once an extention is signed, the contract amount will be dropped. The dropped amount will be decided at random between 15% and 30% of the total contract.
D. PE points are to a max of 80 per player and can be spread out to anywhere between 1 and 25 players.
E. LE points are to a max of 80 per player and can be spread out to anywhere between 1 and 15 players.
F. CON points are to a max of 74 per player and can be spread out to anywhere between 1 and 10 players.
G. POT points can only be used on 1 player and must use all 10 points. The max end POT is 79.
3. Teams can choose any 1 reward as long as they have more points than the minimum required. This means that a team with 240 points can take a 15(nth) pick in next draft.
4. For all points, you can claim your reward anytime between the start of both off-season periods, meaning the last playoff sim will be the last date that you can post team news ti be added to the rewards for that season. You may then claim your reward anytime from that moment on.
A. If rewards are not claimed, the points are no longer available.
B. This obviously means that points over more than 1 season cannot be combined.
5. For the first season of this new system's use (2014-15), the commish may edit the point alignment up or down depending on the resulting average number of points each team recieves.
Disputes or Complaints
1. All disputes or complaints about league procedure or policy should be sent directly to commish@enhl-hockey.net. Our mailing list is a public list, so in the interests of not airing out negative comments about anything (owners, procedure, commissioner), all issues regarding displeasure should be submitted to the eNHL Commissioner's Office. Failure to adhere to this policy will result in a warning, then grounds for removal.
2. The commissioner will listen to any reasonable complaint and issue a ruling within a timely fashion.
Grounds for Removal from the League
1. It is not something we wish to discuss, however, in the interests that an individual is being counterproductive to the progress of the eNHL, this individual will be removed from the league, and subject to banishment from the mailing list.
2. Examples this are, but are not limited to:
A. Promoting a negative outlook towards any member of eNHL
B. Harassing other members of the league
C. Inactivity, causing your team to suffer
D. Disregard for financial policies (hurting your team w/transactions, disregard for team's financial situation. etc)
E. E-mail spam.
F. Deliberately "tanking" in order to gain a higher draft position.
